The contractor physician provides Board Certified Interventional Radiology services to eligible beneficiaries of the Syracuse VA Medical Center. Care must cover the range of IR services expected in a state-of-the-art civilian medical treatment facility and meet or exceed recognized national standards, including applicable American College of Radiology (ACR), Joint Commission, American Hospital Association, VA, and PWS requirements. The role includes onsite clinical/procedural care, consultation, pre- and post-procedure management, documentation, quality activities, and defined off-hours on-call coverage 

• VA business/clinic/OR hours: Monday–Friday, 7:00 a.m.–5:00 p.m.

• Clinic and OR scheduling occurs during VA business hours as directed by the Chief of Staff and coordinated with the COR.

• Weekend rounding: Saturday and Sunday, 1–2 hours per day when routine neurosurgical postoperative inpatient care is clinically indicated.

• Off-hours on-call: coverage is required whenever the facility clinic is closed, including evenings, weekends, and holidays.

• On-call response: available by telephone within 15 minutes and onsite within 60 minutes when required. The PWS states these response times are absolute and non-negotiable.

• On-call duties include telephone consultation, coordination of emergency neurosurgical care, and responding to VA clinical staff requests.

• Call-back billing: on-call hours stop when the neurosurgeon physically arrives at the VA. From that point, qualifying call-back time is billed as onsite service. Onsite and on-call hours may never be billed concurrently.

• Alternate call coverage: contractor must maintain a qualified alternate neurosurgeon who is credentialed and privileged at the VA and can assume call if the primary provider is unavailable due to a concurrent case, emergency, or disqualifying dual-site condition.

• Dual-site call is not prohibited by the draft, but it cannot compromise the VA's 15-minute phone / 60-minute onsite response requirements.

On-call coverage applies during facility closure on federal holidays. The draft lists: New Year’s Day, Martin Luther King Jr. Birthday, Presidents’ Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, Christmas, and any day specifically declared a national holiday.

The Nephrology Physician provides comprehensive onsite inpatient, outpatient, and dialysis-related nephrology care for VA beneficiaries. The physician must be Board Certified or Board Eligible in Nephrology, independently credentialable and privilegeable by the VA, clinically competent to manage nephrology and critically ill patients, and able to participate in a 24/7/365 call-coverage rotation.
